Timothy Maney
Timothy J. Maney is a nationally recognized government affairs executive with more than 30 years of experience advancing legislative, regulatory, and public policy initiatives at the intersection of national security, emerging technology, industrial policy, and economic competitiveness. Throughout his career, he has advised senior executives, policymakers, and industry leaders on congressional strategy, federal appropriations, coalition development, and the policy frameworks shaping America's defense industrial base and technological leadership. He is widely recognized for his ability to translate complex legislative and regulatory developments into actionable business strategies that advance both commercial objectives and national security priorities.
Mr. Maney currently serves as Vice President of Government Affairs and a Board Member at Zenith Intelligence Group (ZIG), where he leads federal engagement and strategic partnerships focused on artificial intelligence, data governance, disaster resilience, advanced analytics, and emerging technologies. He works with Congress, federal agencies, universities, national laboratories, and private-sector partners to develop innovative public-private initiatives that accelerate technology adoption, strengthen institutional resilience, and advance U.S. leadership in critical technologies.
Previously, Mr. Maney spent more than two decades as Vice President of Government Affairs at the U.S. Chamber of Commerce, where he directed legislative strategy on defense, appropriations, manufacturing, trade, tax, transportation, cybersecurity, and industrial policy. As the Chamber's lead advocate on the National Defense Authorization Act (NDAA) and annual defense appropriations, he represented hundreds of member companies before Congress and the Executive Branch, helping shape policies supporting the defense industrial base, procurement modernization, supply chain resilience, and warfighter readiness. He built broad-based coalitions across industry sectors while developing trusted relationships with congressional leadership, committee staff, executive branch officials, and national trade associations.
Over the course of his career, Mr. Maney has developed an exceptional understanding of the legislative process and the institutional dynamics that drive policymaking in Washington. His experience spans every stage of congressional action from policy development, committee hearings, markups, floor consideration, conference negotiations, budget reconciliation, and appropriations to executive branch implementation and congressional oversight. Mr. Maney has represented companies and industries spanning aerospace, defense, advanced manufacturing, financial services, energy, transportation, and commercial space. In recent years, his work has increasingly focused on artificial intelligence, autonomous systems, commercial space, satellite technologies, quantum information science, critical minerals, cybersecurity, and advanced manufacturing. He has advised companies pursuing opportunities across civil, commercial, and national security space markets and has helped shape legislative and appropriations strategies supporting U.S. space capabilities, next-generation defense technologies, and the broader national security innovation ecosystem. His experience includes working with companies developing launch systems, satellite technologies, space infrastructure, autonomous platforms, advanced communications, and other dual-use technologies critical to America's strategic competitiveness.
Before joining the U.S. Chamber, Mr. Maney served as Chief Investigator for the U.S. House Committee on Government Reform, where he directed congressional oversight of the Department of Commerce and the U.S. Census Bureau, authored legislation, and led investigations designed to strengthen accountability, transparency, and the integrity of federal data systems. Earlier in his career, he held senior research and political strategy positions with the Republican National Committee, the National Republican Senatorial Committee, and Ogilvy Adams & Rinehart, contributing to national policy development and legislative strategy during one of the most consequential periods of modern congressional history.
